There's a little detail with your anatomy that most aspiring artists tend to get wrong, specialy in cartoon styles. The eyes on the charater to the left are too far apart. Renember that eyes are placed deeply within the skull and therefore, when you rotate the face to a 3/4 view, the eye that's further away will look closer to the nose like this: [link]
I hope I am making myself clear, English is my second languaje and I'm not very good at explaining stuff.
Also, the texture on the hair makes it look as if it was plastic. Try experimenting with different "brushstokes" to see which are more useful for this kind of texture.
